Congo to Participate in Peace Talks with M23 Rebels in Angola

The Democratic Republic of Congo will participate in peace talks with M23 rebels in Angola on March 18, marking a significant policy shift by President Tshisekedi. The talks follow a series of defeats faced by Congo. M23 has outlined demands for the negotiations, including a commitment from Tshisekedi.

The Democratic Republic of Congo will dispatch a delegation to Angola on Tuesday to participate in peace negotiations concerning ongoing conflicts with Rwandan-backed M23 rebels. The Congolese presidency announced this development on Sunday, indicating a significant shift in strategy towards dialogue.

Peace talks are set to commence in Luanda, Angola, starting March 18, following Angolan officials’ statements from the previous week. Notably, President Felix Tshisekedi, who has historically been opposed to negotiations with M23, is reconsidering this stance amid recent military setbacks and diminishing regional backing for Congo.

Presidency spokesperson Tina Salama remarked, “At this stage, we cannot say who will make up the delegation.” M23 rebel representatives confirmed receipt of Angola’s invitation, with spokesperson Lawrence Kanyuka stating that the group has issued demands, including a request for President Tshisekedi to publicly affirm his intention to negotiate directly with them.

The Democratic Republic of Congo is set to engage in peace discussions with M23 rebels in Angola, marking a pivotal change in its approach to the conflict. As the situation evolves, the specifics of the delegation and the outcomes of the negotiations remain uncertain, but these talks are critical in seeking a resolution to the ongoing strife.
