In Ramadan 2025, Kuwait has initiated a substantial crackdown on begging, planning to deport expatriates found engaging in this illegal activity. The Ministry of Interior has apprehended 11 individuals, including eight women and three men, who originate from Arab and Asian countries. These individuals were discovered soliciting alms in public areas, such as mosques and marketplaces.
The apprehended persons include those who entered Kuwait on visit visas or family residency permits, in addition to irregular workers lacking permanent employment. The Ministry emphasized that legal actions will be pursued against companies that enabled the employment of these individuals in contravention of Kuwait’s laws.
To enforce the crackdown, the General Department of Residence Affairs Investigations will oversee the deportation of all violators. Those holding dependents’ residence permits will be expelled along with their sponsors, while individuals with work permits in the private sector will be deported, and their employers will face penalties. Domestic staff caught begging will also be returned to their countries, with their sponsors disallowed from acquiring future labor visas.
Furthermore, the Ministry has issued a stern warning regarding individuals who exploit children for begging, stating that this will lead to charges of “exploitation of minors” and stringent legal repercussions. There are also warnings about legal consequences for solicitation on social media platforms. In light of Ramadan’s spirit of charity, Kuwait has mobilized teams to actively identify and apprehend beggars, particularly during Iftar, the evening meal to break the fast, as well as in markets and outside places of worship.
