During the graduation ceremony at Iwawa Rehabilitation Centre on March 5, Minister of Local Government Patrice Mugenzi emphasized that the best-performing trainees will be awarded a cow.
Mugenzi explained that this selection is peer-based, aimed at supporting those who show significant improvement. He further remarked that the Girinka programme not only aids in personal development but also enables the recipients to secure livelihoods and occupations. Thus far, over 6,400 graduates from various rehabilitation centers have acquired skills in agriculture, tailoring, and masonry over two years of training.
Concerns persist, however, as previous reports indicated that approximately 17 percent of rehabilitation trainees relapse back into delinquency, often linked to factors such as drug abuse. Fred Mufulukye, Director General of the National Rehabilitation Service, stressed the importance of vocational training and securing employment for these graduates to counteract the risks of recidivism. He noted that lack of employment significantly increases the likelihood of returning to criminal behavior.
Graduates have expressed optimism about their futures; Jack Germain Tuyishime, a 28-year-old graduate from Kigali, noted the beneficial psychological guidance received during rehabilitation. He expressed his readiness to contribute positively to society through his acquired skills in clothing and public relations. Another graduate, who preferred to remain unnamed, reflected on personal growth and a commitment to participate actively in national development, stating he is no longer a threat to society.
The initiative led by President Kagame reflects a strategic approach towards rehabilitation and social reintegration of ex-delinquents. By providing cows to those who demonstrate good behavior, the program not only discourages recidivism but also empowers individuals to improve their livelihoods.
