This decision, communicated by the Ministries of Foreign Affairs, International Development, and other relevant departments, includes the suspension of permits for exporting controlled goods and technology to Rwanda. Additionally, Canada has halted government-to-government agreements and support for private sector business initiatives aimed at Rwanda.
The new directives also mandate a review of Canada’s participation in international events hosted in Rwanda, as well as any proposals made by Rwanda to host future events. The government officials stated, “As a result of Rwanda’s actions in the eastern DRC, the government of Canada has decided to… suspend the issuance of permits for the export of controlled goods and technologies to Rwanda.”
In a show of diplomatic resolve, Canada summoned the Rwandan High Commissioner to express its objections to Rwanda’s violation of DRC’s sovereignty and territorial integrity. In parallel, Canada announced a significant humanitarian aid package of $15 million directed towards crisis-affected individuals in the DRC.
Canada’s Prime Minister Justin Trudeau condemned the recent territorial seizures by M23 in the DRC and criticized the involvement of the Rwanda Defence Force in supporting this group. He encouraged regional cooperation for a peaceful resolution, urging all parties to demonstrate a commitment to peace and adhere to the Luanda and Nairobi processes.
