He highlighted Việt Nam’s active role and leadership in disarmament efforts, including its participation in key treaties. The ambassador called for enhanced cooperation among member states to overcome challenges and promote effective dialogue in advancing disarmament goals.

Ambassador Mai Phan Dũng, Permanent Representative of Việt Nam in Geneva, emphasized the nation’s unwavering commitment to disarmament and the non-proliferation of nuclear weapons during the recent high-level session of the Conference on Disarmament (CD) held in Switzerland from February 24-26. He highlighted the importance Việt Nam places on the CD as the sole multilateral platform critical to global disarmament initiatives.

In his remarks, Ambassador Dũng noted Việt Nam’s active participation and contributions to the CD, including its precedence of chairing the CD on three occasions. He pointed out that Việt Nam is a signatory to all key multilateral treaties concerning nuclear disarmament and non-proliferation, including the recently ratified Treaty on the Prohibition of Nuclear Weapons (TPNW).

Addressing the collective concerns of member nations about global security and the challenges facing the CD, Dũng urged the need for the CD to leverage recent advancements, including the new decision to establish working groups for substantive discussions. Việt Nam calls on member countries to exhibit responsibility, political determination, and collaboration, emphasizing a shift towards more flexible and inclusive dialogues within the CD to break its long-standing deadlock.

As part of the Association of Southeast Asian Nations (ASEAN), Việt Nam pledges support for regional disarmament initiatives and the establishment of nuclear-weapon-free zones globally. Further, the ambassador highlighted the necessity of implementing the Treaty on the Southeast Asia Nuclear-Weapon-Free Zone (SEANWFZ) thoroughly and effectively, expressing Việt Nam’s readiness to collaborate with nuclear-armed states towards their signing and membership in the treaty.

In conclusion, Ambassador Mai Phan Dũng reaffirms Việt Nam’s dedication to supporting disarmament and non-proliferation initiatives at the international level. By encouraging cooperation and constructive dialogue within the Conference on Disarmament and advocating for regional disarmament efforts, Việt Nam aims to play a pivotal role in advancing global disarmament objectives. The nation’s commitment to enforcing treaties such as SEANWFZ further underscores its proactive stance on nuclear disarmament.
