Doha – The General Directorate of National Security (DGSN) of Morocco has entered into a partnership agreement with the Kingdom Judicial Agency (AJR) aimed at enhancing cooperation in the defense of state interests in judicial matters. The agreement was formalized at the Ministry of Economy and Finance headquarters, with Economy and Finance Minister Nadia Fettah, DGSN Director General Abdellatif Hammouchi, and Kingdom Judicial Agent Abderrahman Lamtouni presenting as signatories.
The primary focus of this agreement is managing and preventing litigation, along with mapping associated risks while defending the state’s interests in courts. Additionally, the partnership seeks to develop institutional capabilities and foster the exchange of legal expertise, enhancing administrative services and strengthening citizens’ trust in public administration.
Signatories have committed to coordinating defense efforts and monitoring the execution of favorable judgments for the DGSN and its officials. Also, the agreement empowers defense rights under the principle of “State Protection,” safeguarding police personnel against physical and verbal abuse encountered during duty.
To ensure effective implementation, the agreement establishes a Steering Committee responsible for developing action plans and setting guidelines for collaboration. A Technical Committee will support this effort by implementing approved plans and designing future cooperation projects.
This partnership underscores the DGSN’s commitment to institutional collaboration, building on a previous agreement with the National Human Rights Council (CNDH) aimed at enhancing training and capacity development in law enforcement. As a result of these initiatives, a training program launched on February 24 highlighted Morocco’s obligations regarding migrant rights.
Reporting on progress made, the DGSN’s 2024 annual report indicated a 10% decrease in violent crimes from the previous year, with law enforcement documenting over 755,000 criminal cases and achieving a resolution rate of 95%. The agency also successfully dismantled 947 organized crime networks and detained 1,561 individuals.
In addition, the DGSN has contributed to the digital transformation in law enforcement, with the issuance of nearly 4.7 million electronic national identity cards in 2024.
