Kaja Kallas stated, “The situation is very grave and it’s on the brink of regional conflict. Territorial integrity is non-negotiable, in Congo (DRC) as well in Ukraine. The agreement with Rwanda, part of the EU’s Global Gateway initiative, aims to ensure a steady supply of critical minerals essential for technologies such as electric vehicles and microchips, was signed in February 2022.
The Memorandum of Understanding categorizes Rwanda as a vital player in the extraction of minerals like tantalum, tungsten, and gold; crucial commodities for the EU’s technological ambitions. The strategic partnership aims at reducing dependence on China and enhancing supply chain resiliency. Over €900 million has been earmarked for Rwanda under the Global Gateway initiative, underscoring the significance of this agreement for both parties.
Criticism has intensified following the actions of the M23 rebels, who have targeted resource-rich areas in the DRC. Allegations have surfaced linking Rwanda to the smuggling of minerals, as noted by Guillaume de Brier from the International Peace Information Service, who argues: “When you look at the geological composition of Rwanda, it’s not possible that they mine what they export.” The EU’s shift in approach signifies a change in the dynamics of its relationship with Rwanda, previously viewed as a partner in regional security efforts.
