Uganda had already stationed thousands of troops in the DRC’s Ituri province, with operations ongoing against the Allied Democratic Forces, an Islamist faction linked to the Islamic State. Following an ultimatum issued by the head of Uganda’s armed forces, Muhoozi Kainerugaba, an appeal was made for all armed groups in Bunia to relinquish their weapons within a 24-hour timeframe, failing which they would be considered adversaries.
The deployment occurs against a backdrop where the Congolese army faces challenges from the Rwanda-backed M23 rebel group, which is one of over 100 armed factions vying for dominance in the resource-rich eastern region of the DRC. UN rights chief Volker Turk has expressed grave concerns regarding the actions of the M23 rebels, particularly relating to the reported summary executions of children and assaults on humanitarian aid resources. He elaborated on the disturbing incidents of violence and recruitment of child soldiers by both rebel and governmental forces in the conflict-affected areas.
