Turkey’s Foreign Ministry reported that both nations are seeking a resolution amid concerns of escalating tensions in the Horn of Africa due to Ethiopia’s deal with Somaliland, which involves leasing land along the coast to establish a marine base.

This agreement entails Ethiopia recognizing Somaliland’s independence, a move contested by Somalia that perceives it as a violation of its sovereignty. Leaders from both nations had previously met in December, agreeing to initiate talks that would preserve Somalia’s territorial integrity while facilitating Ethiopian access to maritime resources.

The technical negotiations were led by Ethiopian Foreign Minister Gedion Timothewos and Somali State Minister for Foreign Affairs, Ali Mohamed Omar. The Turkish Foreign Ministry affirmed both delegations’ dedication to the principles outlined in the Ankara Declaration and initiated substantive steps toward realizing their goals. Another round of discussions is scheduled for March.

Turkey plays a crucial mediating role, with significant investments in Somalia, including its largest overseas military installation. Although Somaliland proclaimed independence over three decades ago, it remains unrecognized by the African Union or the United Nations, with Somalia asserting its claim over the territory.
