Rwandan-backed M23 rebels have entered Bukavu, the second-largest city in eastern Congo, according to local officials and eyewitnesses. M23 spokesperson Willy Ngoma confirmed their presence, stating, “we are there.” This development follows their recent capture of Goma, marking a significant territorial expansion if Bukavu falls under M23 control.
On Sunday, reports emerged from local officials, security sources, and eyewitnesses confirming the presence of Rwandan-backed M23 rebels in the center of Bukavu, the second-largest city in eastern Congo. The M23 militia made their presence known, with spokesperson Willy Ngoma stating, “we are there” in a communication to Reuters.
A local official, speaking anonymously for safety reasons, noted, “I’m at home, and I can see with my own eyes the M23 entering our town.” The Congolese army has not yet commented on the situation.
The M23 rebels have been progressing toward the capital of South Kivu province since they took control of Goma in late January. Their forces reached the outskirts of Bukavu, a city with a population of 1.3 million, in mid-February 2025, shortly after seizing Goma.
The potential fall of Bukavu would mark a significant territorial gain for the M23 group, reflecting the ongoing expansion of their control since the latest conflict erupted in 2022. With the backing of the Rwandan military, M23 has gained control over extensive areas in eastern DRC, exacerbating regional tensions and humanitarian crises.
The reported presence of M23 rebels in Bukavu indicates a troubling escalation of the conflict in eastern Democratic Republic of the Congo. The M23 militia, with established support from Rwanda, continues to expand its territorial gains, raising concerns about security and stability in the region, especially following their control of Goma earlier this year.
