The decision was made during a session led by Speaker Anita Among on March 20, 2025, in response to escalating civil unrest in South Sudan’s Upper Nile State.
Hon. Oboth explained that President Salva Kiir of South Sudan requested urgent military support from Ugandan President Yoweri Museveni on March 10, 2025, under the Memorandum of Understanding on Defence Cooperation. He highlighted that this request aimed to prevent a looming security crisis in South Sudan, prompting Museveni to execute a peace enforcement mission.
The deployment aligns with Uganda’s constitutional mandate regarding military actions and reflects the country’s dedication to principles of patriotism, nationalism, and Pan-Africanism. Oboth further articulated that Uganda’s intervention is motivated by the spirit of brotherhood and the shared historical ties between the two nations.
Oboth underscored the significant security risks posed by instability in South Sudan, which could adversely affect Uganda on multiple fronts—economically, socially, and politically. Upon seconding the motion, Hon. Gilbert Olanya (FDC, Kilak South County) emphasized the need for bipartisan support for the UPDF deployment to ensure peace within both South Sudan and Uganda, particularly for those in Northern Uganda and local business interests in South Sudan.
