On March 20, 2025, military commanders from the Rwanda Defence Force (RDF) and Uganda Peoples’ Defence Forces (UPDF) convened their fourth Proximity Commanders’ meeting in Mbarara, Uganda. The primary purpose of this three-day gathering was to assess and address security concerns impacting border communities between Rwanda and Uganda. The commencement of this meeting coincided with the arrival of UPDF Chief of Defence Forces, Gen. Muhoozi Kainerugaba.
Key attendees included RDF infantry division commanders, led by Brig Gen Pascal Muhizi, and UPDF second infantry division commanders, led by Maj Gen Paul Muhanguzi. The meeting, which also featured the presence of Rwanda’s Defence Attaché to Uganda, Col Emmanuel Ruzindana, focused on reviewing the implementation of recommendations from their previous meetings, specifically concerning illegal cross-border activities and contemporary security threats.
During discussions, both delegations emphasized strategies for fostering a conducive environment to enhance collaboration among border communities while simultaneously mitigating illegal activities. Maj Gen Paul Muhanguzi expressed appreciation for the commitment of both nations’ leadership, stating their goal of fostering prosperity within border communities and recognizing improvement since the inception of their collaborative efforts.
Brig Gen Muhizi echoed these sentiments of gratitude for the warm welcome received and acknowledged the positive outcomes from past meetings in addressing border-related security issues. Additionally, prior to the formal meeting, both delegations took time to visit Ntungamo District, where local leaders, including Chairman Samuel Mucunguzi, praised the joint efforts aimed at tackling shared challenges and enhancing socio-economic collaboration between the communities of both nations.
The fourth Proximity Commanders’ meeting between the RDF and UPDF exemplifies the commitment of both military forces to enhance security along their shared border.
