This represents their first direct engagement since M23 escalated its offensive in eastern DR Congo, resulting in approximately 7,000 fatalities since January. However, it remains uncertain whether the M23 will comply with the ceasefire as they declined to participate in prior peace negotiations held in Angola.
The DR Congo government has accused Rwanda of providing weapons and military support to the M23 rebels, claims that Rwanda has consistently denied, despite confirmations of its involvement from both the United Nations and the United States. Rwanda claims its actions are defensive against the DR Congo army and allied militias, and it further faces allegations of illegally exploiting mineral resources within DR Congo’s eastern regions.
In December, earlier peace negotiations mediated by Angola collapsed due to Rwanda’s insistence on direct talks between the DR Congo government and the M23 rebels. Qatar has been acknowledged as a strategic ally by both nations; discussions were initiated by Emir Sheikh Tamim bin Hamad Al Thani. Despite the recent efforts to mediate peace talks, the M23 rebels withdrew just prior to the meeting, coinciding with the European Union’s imposition of sanctions on their leadership.
