The Rwandan government is advocating for the enrollment of children with disabilities in Early Childhood Development (ECD) centres. This initiative, led by Minister of Local Government Patrice Mugenzi, aims to address the deficiency of qualified caregivers and educators. This concern was highlighted during a discussion on the 2023/24 Rwanda Governance Board report, indicating that current care for children with disabilities stands at over 6 percent, necessitating immediate attention.
Mugenzi commented on the challenges faced, including parental reluctance to acknowledge disabilities in their children. To effectively tackle this issue, authorities conducted a nationwide assessment identifying 561,620 individuals with disabilities. Mugenzi expressed that this data is vital for raising awareness and promoting enrollment in ECD centres. He noted the significant involvement of community health workers and family support groups in aiding these children’s integration into ECD programs.
The government has made considerable efforts to train community health workers and caregivers nationwide. Such initiatives ensure that children with disabilities receive the necessary support and opportunities akin to their peers. Additionally, parent support groups have been established to assist caregivers with training on effective care practices, including physical therapies.
In the current fiscal year, partners have provided 450 mobility aids, including orthoses and prostheses, for children in need. However, Minister Mugenzi acknowledged existing challenges in ensuring all children requiring mobility assistance receive devices. A review of disabilities is ongoing to ascertain and prioritize those urgently in need of support within ministry plans.
Furthermore, it is crucial that all newly constructed ECD centres comply with accessibility regulations to accommodate children with disabilities, ensuring that every child has equitable access to early development opportunities.
The Rwandan government is taking significant steps to enhance support for children with disabilities by promoting enrollment in ECD centres and training caregivers and community workers. Despite existing challenges, efforts to provide mobility aids and establish support groups for parents reflect a commitment to inclusive education and care.
