The Mozambican government plans to enact the National Development Strategy (ENDE) 2025-2044 to guide the country’s development over the next 20 years. The strategy, approved by the Council of Ministers, aims for sustainable and equitable growth while addressing challenges posed by recent violent protests. The government has also reported positive initial progress in its governance efforts, emphasizing the need for political dialogue and stability.
The Mozambican government has announced its intent to enact the National Development Strategy (ENDE) for the period 2025-2044, which outlines a blueprint for the nation’s development priorities over the next two decades. The Council of Ministers recently approved the strategy, which will now be presented to the Assembly of the Republic for formal approval. According to spokesperson Inocêncio Impissa, ENDE’s objective is to foster sustainable, inclusive, equitable, and resilient development in Mozambique, focusing on economic growth, enhancing the quality of life, and reducing inequalities among citizens.
In June 2024, the government initially approved ENDE 2025-2044; however, recent factors, such as violent post-election protests that erupted in October, necessitated a reevaluation of the strategy. Impissa, who also serves as Minister of State Administration and Public Service, emphasized that these incidents disrupted key economic sectors. Funding for ENDE’s implementation will be sourced from existing strategies, sectoral policies, and programs developed during the strategy’s timeframe.
In the recent cabinet session, an assessment of the government’s performance in its first 100 days revealed that of the 96 planned objectives, 68 achieved over 50% success, 18 fell between 25% and 49%, while 10 did not reach 24%. The strategy also addresses the need for economic and social stability in the wake of the widespread protests led by supporters of the unsuccessful presidential candidate, Venâncio Mondlane. Impissa underscored that achieving peace and stability is essential and requires the involvement of all stakeholders in political dialogue, culminating in the signing of the Inclusive National Dialogue Commitment.
“The destabilization of the country has been caused by people, so these same people have to be brought to the table to talk, to discuss and find joint, collective paths towards the pacification and stabilization of the country so that we can all see in Mozambique a hope for everyone,” stated Impissa.
Overall, the ENDE represents a comprehensive vision for Mozambique’s future, seeking to address current challenges while laying the foundation for long-term development and social harmony.
The Mozambican government is set to formalize the National Development Strategy (ENDE) 2025-2044, a critical framework aimed at fostering sustainable growth and reducing inequalities. Following recent post-election unrest, the strategy has been reassessed to enhance stability and social cohesion. With significant progress noted in the initial government performance, the implementation of ENDE will be pivotal in establishing a prosperous future for Mozambique.
