Iraq’s 2025 budget is expected to be presented to Parliament before March ends, following a mutual agreement among key governmental entities. The Ministry of Finance, complying with legal requirements, will submit the budget tables for Cabinet approval prior to parliamentary discussion.

Iraq is poised to present its 2025 budget to Parliament prior to the conclusion of March, as confirmed by a senior governmental official. Mudher Mohammad Saleh, the Financial and Economic Advisor to the Prime Minister, stated that an agreement exists between the Parliamentary Finance Committee, the Council of Ministers, and the Ministry of Finance regarding the budget framework.

According to Saleh, Article 77/Second of the 2023 General Budget Law mandates that the Ministry of Finance submit the budget schedules annually, including adjustments to operating and capital expenditures. He elaborated that the ministry’s budget tables will first be reviewed and approved by the Council of Ministers prior to their submission to Parliament.

Furthermore, Saleh anticipates that the budget schedules will arrive in Parliament before the end of Ramadan, aligning with the month’s conclusion. He is supported by an MP from the Shiite Coordination Framework, who mentioned that the Ministry of Finance intends to forward the budget tables to the Cabinet within the week for discussion and voting.

In summary, Iraq’s 2025 budget is set to be introduced to Parliament by the end of March, as part of a collaborative agreement among various governmental bodies. This process follows specified protocols outlined in the 2023 General Budget Law, ensuring proper legislative scrutiny and approval. The anticipation is that these budget schedules will reach Parliament before Ramadan concludes, showcasing the government’s commitment to fiscal planning.
