Qatar’s Call for IAEA Oversight of Israeli Nuclear Facilities

On March 8, 2025, the State of Qatar advocated for enhanced international action to bring all Israeli nuclear facilities under the oversight of the International Atomic Energy Agency (IAEA). Qatar also urged Israel to become a non-nuclear state by joining the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). This call was made by HE Jassim Yacoub Al Hammadi, Qatar’s Ambassador and Permanent Representative to the UN, during a session of the IAEA Board of Governors, which focused on the situation in the occupied Palestinian territories and Israel’s nuclear capabilities.

During his address, HE Al Hammadi emphasized the necessity for the global community to fulfill its obligations under various United Nations resolutions, including those from the UN Security Council and the IAEA, which demand Israel to place its nuclear facilities under IAEA safeguards. He pointed out that numerous resolutions have explicitly urged Israel to join the NPT as a non-nuclear state.

HE Al Hammadi highlighted that, apart from Israel, every other Middle Eastern nation is a member of the NPT and maintains safeguard agreements with the IAEA. He also condemned Israel’s ongoing aggressive policies, such as the forced displacement of Palestinians, intensified military actions in the West Bank, and the blockade of humanitarian assistance to Gaza, which obstructs the operations of the UN Relief and Works Agency for Palestine Refugees (UNRWA).

Additionally, Qatar submitted a memorandum to the International Court of Justice (ICJ), requesting an advisory opinion related to a December 19, 2024, UN General Assembly resolution. This memorandum sought clarification on Israel’s obligations regarding the operations of the UN and other international entities. It asserted that Israel must permit the UN and related humanitarian organizations to operate freely in the occupied territories and respect the properties of these organizations.
