Pennsylvania Enlists Civix for Modern Election Management System Implementation

Civix has been chosen to implement a comprehensive election management system in Pennsylvania, aiming to improve election accuracy and security. The system will replace the current SURE system and includes features like voter registration tracking and a public portal for election data. The collaboration is set to lead to full implementation by 2028, enhancing transparency in electoral processes.

The Commonwealth of Pennsylvania has selected Civix to implement a robust election management system, as announced by Secretary of the Commonwealth Al Schmidt. This initiative aims to enhance the precision and security of elections in Pennsylvania while streamlining voter registration and ballot tracking processes. The implementation will occur in phases and will align Pennsylvania with states such as Georgia and Texas that have also made similar updates.

Secretary Schmidt stated, “The Shapiro Administration prioritized procuring this contract as part of its continuing commitment to secure elections. A modern, streamlined election management system is a critical tool that our 67 county boards of elections need, and our voters expect.” Civix is expected to customize the system for full implementation by 2028, ensuring that electoral processes stay current with technological advancements.

Pennsylvania has utilized the Statewide Uniform Registry of Electors (SURE) system since 2003, which enables counties to manage voter registration activities statewide. Significant upgrades have been made to the SURE system over the past two decades, and it will remain operational until the new Civix system is fully customized and implemented.

The new system will replace the existing SURE system along with the Election Night Reporting (ENR), campaign finance, and lobbying disclosure reporting tools. It includes a public portal for citizens to access information regarding registered voters, upcoming elections, and election data. Additionally, it will provide live results from each county promptly after election polls close.

Civix was selected after a competitive bidding process involving seven proposals following a May 2024 call. A multidisciplinary team assessed the finalists to ensure that the chosen system effectively meets Pennsylvania’s election management needs. Phillip Braithwaite, CEO of Civix, emphasized, “Civix is proud to partner with Pennsylvania to implement a scalable, secure, and adaptable system that meets the evolving needs of voters, election officials, and the public.”

The selection of Civix to modernize Pennsylvania’s election management system marks a significant step towards enhancing electoral integrity and efficiency.
