Philippines Advances Human Rights Commitment with New Human Rights Plan at HRC58

The Philippines presented its Fourth Human Rights Plan during the Human Rights Council session in Geneva, emphasizing its commitment to inclusive governance and partnerships. The Plan, developed with extensive civil society input, addresses multiple human rights issues and aligns with international treaties. Officials highlighted the Philippines’ investment in human rights and collaboration with external partners.

On March 6, 2025, the Philippines reaffirmed its dedication to advancing human rights during a discussion titled “The Fourth Philippine Human Rights Plan (PHRP4): A Call to Action, A Blueprint for Country-Led Partnerships” at the 58th Session of the Human Rights Council in Geneva. Undersecretary for Foreign Affairs Charles Jose emphasized that the PHRP4 serves as a roadmap for integrating human rights into the national development agenda, especially for vulnerable groups.

Undersecretary Severo Catura from the Presidential Human Rights Committee Secretariat highlighted the collaborative process in developing the PHRP4, which involved contributions from 485 civil society organizations and over 500 grassroots stakeholders nationwide, alongside the Commission on Human Rights. The Plan includes eight chapters that address various rights, including civil, political, economic, and social rights, aligning with the Philippines’ core human rights treaties.

The PHRP4 also fulfills one of the commitments made by the Philippine Government during the 75th Anniversary of the Universal Declaration of Human Rights in December 2023. Catura described it as a significant call to action for governance rooted in human rights, especially for marginalized populations.

Permanent Representative Carlos D. Sorreta affirmed that the Philippines is committed to investing in human rights and enhancing accountability mechanisms while engaging external partners for collaborative initiatives. Civil society was represented by Mr. Abner Manlapaz, who urged governments to strengthen collaborations with civil society to ensure shared responsibility for human rights.
