Rwanda rebuked Canada’s recent statement accusing it of involvement in the eastern DR Congo conflict, labeling the claims as defamatory. Canada’s measures include suspending export permits to Rwanda, amid the ongoing tension in the region. Rwanda stresses that Canada’s unilateral blame is unjust and counterproductive to peace efforts in DR Congo.
On March 4, 2023, the Rwandan government openly criticized a recent statement made by Global Affairs Canada regarding the conflict in eastern Democratic Republic of Congo (DR Congo). The Canadian statement, released on March 3, included allegations about the presence of the Rwandan Defence Force in the DR Congo and its support for the M23 militia. Rwanda deemed these claims as defamatory, shameful, and unacceptable, and called for a re-evaluation of Canada’s stance.
The Canadian ministers, including Mélanie Joly, Ahmed Hussen, and Mary Ng, stated that Rwanda was responsible for various violations in the region. They also announced a suspension of export permits for controlled goods to Rwanda, along with a halt on new government-to-government business initiatives. Furthermore, Canada will review its participation in international events hosted in Rwanda, reflecting a more critical approach towards the Rwandan government amidst ongoing accusations.
In responding to these allegations, Rwanda’s government underscored that holding Rwanda accountable while neglecting the actions of DR Congo emboldens human rights violations. Rwanda’s statement emphasized the danger of overlooking the daily attacks on Banyamulenge villages by DR Congo forces, calling Canada’s inaction “wrong and shameful.”
Rwanda has indicated it will seek clarification from Canada regarding these accusations and stated that punitive measures will not address the underlying conflict. The government reaffirmed its commitment to collaborating with regional partners in an African-led mediation process while maintaining vigilance over its national security.
The Rwandan government’s condemnation of Canada’s allegations concerning the situation in DR Congo highlights the ongoing tensions regarding accountability in the region. Rwanda asserts that ignoring violations committed by the Congolese forces contradicts the peace efforts, and the reactive measures from Canada may further complicate the situation instead of resolving it. Rwanda remains committed to engaging in constructive dialogues and advocating for regional stability.
