Senior military and defense leaders from 34 nations, along with representatives from various international organizations, have commenced their attendance at the 34th annual International Military Law and Operations Conference (MILOPS 23) in Bali, Indonesia, from July 31 to August 3. The event is organized by the U.S. Indo-Pacific Command and is pivotal for discussions concerning the international rules-based order in the Indo-Pacific region.
The theme for MILOPS 23 is “Cooperating to Defend the Rules Based International Order in the Indo-Pacific.” Participants are expected to engage extensively with leading experts through panel discussions and practical exercises aimed at enhancing international cooperation and adherence to established laws and norms.
Keynote speakers include notable figures such as Admiral John C. Aquilino, Commander of the U.S. Indo-Pacific Command; Muhammad Herindra, Indonesia’s Deputy Minister of Defense; Dr. Kevin Rudd, Australian Ambassador to the United States and former Prime Minister of Australia; and Yohannes Abraham, U.S. Ambassador to ASEAN.
The agenda will cover significant challenges to the incumbent international order, including the implications of Russia’s invasion of Ukraine on Indo-Pacific security, excessive maritime claims in the South China Sea, and issues surrounding illegal fishing. The conference activities aim to foster personal connections, build consensus around rule of law, and enhance collaborative efforts.
MILOPS is an executive-level forum, held annually and co-hosted by a partner nation. This year’s co-host is the Indonesian Ministry of Defense, underscoring the collaborative nature of the conference and its importance in the Indo-Pacific region.
