During their summit from February 19 to 21, CARICOM Heads of Government expressed serious concerns regarding Venezuela’s announced plans to hold elections in Guyana’s Essequibo region. They issued a communique calling on Venezuela to refrain from any electoral activities or intrusions into Guyana’s sovereign territory. The Heads condemned a recent assault on Guyana Defence Force soldiers by armed individuals from Venezuela, highlighting ongoing tensions in the border area.

The Heads of Government received updates on the Guyana/Venezuela dispute, particularly focusing on Venezuelan leaders’ statements regarding planned elections in the Essequibo region set for April 27, 2025. This election, aimed at establishing governance over a region Venezuela has attempted to annex, was deemed as violating international law, the United Nations Charter, and the ruling from the International Court of Justice.

The leaders welcomed Venezuela’s submission of its counter-memorial regarding the 1899 Arbitral Award that established the boundary between British Guiana and Venezuela.
