The EU characterized these actions as violations of international law and DRC sovereignty, calling for an immediate cessation of hostilities and demanding Rwanda withdraw its support for the M23. Despite these condemnations, HRW asserts that the EU has failed to implement meaningful measures, such as halting financial aid or imposing sanctions on Rwanda, intended to compel compliance.
HRW has urged the EU to align its statements with concrete actions by enforcing the European Parliament’s recommendations. The organization insists that EU aid to Rwanda should be contingent on the cessation of support for armed factions within the DRC. Furthermore, HRW emphasizes that the international community must prioritize human rights protections and establish accountability mechanisms to address the ongoing crisis effectively.
