Turkey’s Foreign Ministry announced this development amidst rising tensions triggered by Ethiopia’s memorandum of understanding with Somaliland to lease coastal land, which would allow Ethiopia to establish a marine force base.
This agreement has led Somalia to assert that it infringes on its sovereignty, as Ethiopia would be formally recognizing Somaliland’s independence. In response to these concerns, the leaders of both countries had previously convened in Turkey last December and reached a consensus to initiate technical talks, promoting Somalia’s territorial integrity while granting Ethiopia maritime access.
Delegations, led by Ethiopian Foreign Minister Gedion Timothewos and Somalia’s State Minister for Foreign Affairs Ali Mohamed Omar, commenced negotiations in Ankara, reaffirming their commitment to the December 2022 Ankara Declaration. The Turkish Foreign Ministry noted the delegations’ progress in moving towards a potential resolution.
The next meeting is scheduled for March, as Turkey continues to play a mediation role, given its investments in Somalia, including a significant military presence. Despite Somaliland’s self-declared independence over 30 years ago, it remains unrecognized by most international entities, including the African Union and the UN, while Somalia maintains that Somaliland is part of its territory.
